Probably both. About 5% of the diamonds have a distinct bluish glow under ultraviolet light. It comes from natural Boron in the crystal. If you're really concerned, take it to a jeweler or an appraiser and they can tell you if your stone is a diamond or not and most are happy to do it for free. The presence or absence of UV fluorescence is not, of itself, evidence either way.
