Sounds like a "canned" response to me, but I don't know enough to make that judgement.

Sort of.

 

HOF has a contract with their dealers that forbids them to sell those particular stones at a discount from the agreed upon price. Each stone is priced individually and so there are inexpensive ones and extremely expensive ones. The HOF dealers are welcome to sell competitive goods for whatever prices they wish but if you want the HOF brand and you want to buy it from an HOF dealer (rather than a previously owned stone on the secondary market), you will need to pay the HOF price.

Not in any organized fashion. There is always a possibility of finding a consumer who bought one, who no longer wants it and who would be happy to sell it for a discount if they could find a buyer. Occasionally they get offered by someone on ebay or one of the knockoffs and there are a variety of consignment and resale jewelers that do this type of work but I know of no specific marketplace to look for used HOF branded goods.
