I'll take the easy way out... I do agree with your colleagues: it may be improved, but how much (and at what risk: cavities, feathers and crystals can all cause catastrophic endings in a recut) really depends on where everything is in the stone, including colour centres. If the blue is at the pointed ends of the marquise, you are... well, not in a good place. If it's in the middle of the stone, you may be in a very good situation for colour improvement.

Also, consider the risk that if it does get darker it might be graded predominantly gray (FLBlG?); always possible with blues, and given the cloudiness here it may be relatively more likely.

Somebody posting here (I think) a while ago had the story of a light green that became fancy intense green (IIRC) after recutting and losing about 30 points from a carat - the new stone was worth at least 10x more, so it does happen. But I'd want a very good cutter to deal with it, and I'd probably only do it if the starting stone wasn't really expensive.

It might have been myself that posted that some years ago. I had sold some green and blue diamonds and the buyer was "kind" enough to show me how they re-cut a .55ct Light Green Round Brilliant into a (IIRC) .46ct Fancy INTENSE Green Square Radiant. It still makes me want to throw up thinking about it lol.
