Sorry, I should have been clearer on that. The ratio is for the carat weight for each side stone, not the total carat weight.
Thus, using an example of a 1.00ct center, for 2:1 you would need 2 diamonds, of .50ct each (1.00ct total weight of sides stones). For 3:1, you would need 2 x .33ct sides (.66 ct side total weight).
Also, Barry made a good point - you can't skimp on the side stones in terms of cut (or color). If you have an H&A center, for example, you will need H&A or at least Ideal cut sides...otherwise, you'll have an oddlooking combo that will detract from the overall ring.
Anyway, hope that clarifies -let us know what proportions you end up going with!
