foreign sourcing of diamonds

A friend tells me that the pricing of diamonds changes significantly from country to country.
Which countries are best in Europe and the Americas to purchase a certified diamond (assuming that you can find similar diamonds in all locations)?
Is the USA a good place to buy a diamond, or are there other countries where you could get any diamond for significantly lower prices?

No there is no country that you can buy it cheaper ,It all depends who you know and how long you have been in the business.
