Im looking to get a blue diamond... I know it will be enhanced as I can not afford a true blue diamond... but what is the differences in enhancements and I saw one that came with an ADL certificate... but cannot find what that means..

Never heard of ADL--is that a certification telling you what it is or what it is worth? If it's a valuation, I wouldn't trust that. I've seen a few "labs" put ridiculous values on things and seem to be pulling that stuff out of thin air.

There's basically three ways to get a blue diamond that is not a natural stone:
1. Get a synthetic that has been grown with boron in the diamond crystal. That is basically the same cause of colour in a natural blue, and it will look like a "true" blue diamond. The colouring is permanent, and it is going to be relatively expensive (still a fraction of the cost of a natural blue, but about the same price as a good "colourless" natural diamond). Gemesis and D.Nea manufacture and sell them.
2. Get an irradiated diamond. The colour is likely to be way different from that of a natural blue, but then so will be the cost. The treatment is permanent. Many vendors.
3. Get a coated diamond. Again, colour is likely to be very different from natural. It will cost even less than an irradiated stone, but the coating may be relatively easily ruined/scratched, and recoating will cost a pretty penny.
Out of left field: have you considered a sapphire, iolite or tanzanite?

I've never heard of the ADL certificate. What size, and shape are you looking for in the blue diamond?
The irradiated blue diamonds come in 4 different colors.
Aqua blue
Sky Blue
Ocean blue
