Is it common for a jeweler not to have the certification documents that go along with the diamond she is showing on hand. It seems most do but some say they can "get them"?

It’s pretty common actually. Often the jeweler showing you the stone doesn’t actually own it and whoever does is shipping the stone around between different jewelers trying to sell it. They will regularly hold onto the original lab report in order to keep it in good condition through all this shipping and as some token form of security until they get paid.

Jewelers receive diamonds on consignment from their Manufacturer sources with copies of the lab grading reports and will receive the original when they have sold the stone and confirmed the sale.
