By the fact that you are asking here, I think you know it's a bad idea.
You will get the best deals on the internet and the best possible protection by being under US jurisdiction, especially if you use a credit card.
Buy some tequila instead!

Bad idea if you're not local. A close friend of mine purchased a "diamond" in or near Cancun, only to find out later that it was cubic zirconium. If you're from the U.S., your best bet is to purchase within the U.S. to take advantage of consumer protection laws.
