I think it is a balance of both. Ideally you want a diamond that is eye-clean, one in which you can't see the inclusions. Some SI2 clarity diamonds are eye-clean, some are not.
Color is really subjective. Some people are comfortable with I,J or K colors others insist on no less than F.
More important to sparkle is CUT. An excellent cut will help the face-up color and can help mask inclusions as well.

There are four major factors, taken in consideration, when determining a diamond's value and pricing it,

This is the reason why there isn't a accurate answer to what is more imortant, color or clarity. It is very individual. To some people it's very important to have a white diamond, and to other it's more important to have diamond that is eye-clean.
