GIA lowered their prices to most customers a few weeks ago on most of their services and they are now pretty similar to what HRD charges. HRD has offices in several different countries and they charge slightly different fees depending on which office you submit your stones to. They have no USA office although they have one in Canada that US customers can ship to fairly easily. European customers can submit stones to GIA through the Rapaport take in system in Belgium or they can ship directly to the labs in the US.
GIA can be researched at www.gia.edu
HRD can be researched at www.hrd.be
Personally I find GIA reports to be a more reliable description of the stone and consequently more useful for most purposes.

If you're considering prices of diamonds with GIA vs HRD reports.......
I agree with Neil. HRD does not have the reputation that GIA does- in terms of reputation, they are on a level with EGL......
