My husband purchase a new wedding set for me. 1 1/2 Carats Band is channel set Engagement ring marquis cut diamond and channel set diamond on each side ofring. These diamonds do not shine or reflect light as I feel they should. He thought he got a great deal. Ring was orginial price of $4176. Discounted price $1338. Clarity was 12. Was this a good deal or did they see him coming?
Diamond appear dull and do not reflect light

Not to sound indelicate here, but if you don't like the ring set, tell your husband to take it back and get a refund. Then, go shopping with your husband for something you will like.

I2 is the bottom of the list when it comes to gem quality diamonds.. (Unless you like the new I3 that some people are using).. Anything less than that is used to make tools.. This is most likely why your diamonds do not sparkle or have the life that you would like to see..
My 'guess' without seeing anything myself is that he got a fair price for an I2 ring.. The biggest issue that faces a lot of retailers today is the mark up to mark down mentality that has evolved in the retail sector.. Realistically you can't really expect someone to give you a 68% discount from their "normal price" and stay in business more than a few minutes..
As was said above though, if you are not happy with your jewelry, and there is no reason for you to ever wear jewelry that you don't love, you should take it back and look at better quality diamonds..
