I would ballpark it at around US$1000. I'm assuming a 0.42 ct solitaire set in a 14kt ring.

It is important to have a gemological grading report from an independent gemological lab such as EGL, GIA ext.
In order to evaluate a diamond's price it is also important to consider the cut and the proportions of the stone, of which you didn't provide.
Assuming it is a descent cut and proportions ONLY the stone should cost around $400, if you buy it online.

Yes, EGL certs are very useful. They are good to use as coasters- there's a nice lamination on them that eliminates those nasty rings on the table.
I would not however , put them in the same category as a GIA report.
I'd also say that $400 for a nice looking L/VVS .40 princess cut is not realisitc- online or in a store.
It would cost more.......

I think $400 is too low as well.
However I strongly disagree with you David about the EGL certs. They don't make good coasters because they're not thick and don't soak up the condensation. I suggest using cork instead, or perhaps take an old carpet and cut it in a cup-sized circle.
