Amongst my late father's effects I have found a small bag containing small "glass" pebble-like stones, averaging about 7 or 8 mm in size. My father had spend some time in areas of Namibia where diamonds have been picked up.
How can I eliminate the possibility that some of these are diamonds?
Are these rough diamonds?

The best thing you can do is take them to a gemologist for clarification.. They really could be just about anything.. And without proper testing of the rough, it would be nearly impossible for someone without the right equipment to find out..
