I have been shopping a diamond for engagement ring for few weeks. I saw one that I like and after some nego., I got the price down to 17K for 1.7 ca, E VS1, Symetry and Polish are Good, and Good. The only thing that I dont like much is the girdle is very thin to medium.
Do you think that it is a good deal?

On a round diamond the girdle is supposed to be slightly thinner between pairs of mains and girdle facets, and thicker where the points of the crown and pavillion main facets meet. If this is so and it is an even distribution, you've done well. If it actually is too thin in the thinness, more care will be required. If you know the girdle %, it is easier to determine. I'd say you got a really good deal. lucky you.

I believe this is pretty much exactly what I'm looking for, perhaps 1.6 or 1.65, perhaps F, and the cut must be excellent. In Dubai, they're quoting about 15k for my ideal stone, with GIA cert. Why is it cheaper here? Just the tax factor?

Tax in round numbers (~10%) can amount for much of the difference; 6 years of time span will also account for a fair amount of fluctuations in price (and prices haven't yet recovered the 2008-2009 drop). Finally, a lot of the price variation is in the fine details; E vs F and the subtleties of cut (not all GIA excellent are the same, and in 2004 the grade didn't even exist)

Although I agree with David about all GIA Ex cuts not being the same, Some diamond prices have come back to pre-2008 drop prices.
Discounts have dropped substantially from Rap based wholesale prices making them the same or higher than 2008. I am speaking mainly of diamonds in top makes (Ideal & H&A) in sizes under 1.00ct.
